The Provincial Agriculture Office is responsible for the promotion of agricultural development in the province by formulating plans and key strategies for the advancement of agriculture sector, encourage private-public partnership for equitable and sustainable agricultural productivity through appropriate technology compatible with environmental integrity and providing technical and logistics assistance empowering farming and fishing communities to produce sufficient, safe, accessible and affordable food for every Camiguinon and a decent income for all.

C.TOP 3 PROJECTS OF THE PROVINCIAL AGRICULTURE OFFICE

I. PROVINCIAL PLANT NURSERY DEVELOPMENT PROGRAM

The Provincial Government of Camiguin through the Provincial Agriculture Office owned two (2) Plant Nurseries located at Lumad, Mambajao and Poblacion, Mahinog with a land area of 3.5 and 1.0 hectare respectively. The demand of high quality and affordable planting materials like fruits and forest trees, ornamentals, herbs and spices are high hence the project includes collection, propagation and distribution of assorted planting materials to interested clients. Within the provincial nursery, is a demo farm of integrated organic farming planted with fruit trees as scion grove, organic vegetables demo farm and   fishpond farming.

II. FOOD ALWAYS IN THE HOME (F.A.I.T.H.) PROGRAM

One of the key strategies to address the food security gap in the community is the promotion of the FAITH program in the province. The office conducted series of information education campaign to communities on the importance of having a backyard garden in every household to augment their daily food requirements, ensure available food at all times and additional income of the family. On 2020, COVID-19 pandemic struck the world and movement of supplies and goods were limited. With this, Camiguin being an island province was greatly affected because locals depend highly on the supply of goods imported from mainland. Crisis like this made people realize the essence of growing their own food. During the onslaught of the crisis, the Department of Agriculture through the Provincial Government of Camiguin and five (5) Local Government Units intensified the campaign of FAITH program and provided seeds to the locals. 

To give recognition to locals adopting the FAITH program, an annual awarding of FAITH best implementers is conducted. Cash awards, plaque and garden tools are given to respective awardees.

Mr. Roger S. Dalura from the municipality of Sagay was awarded as the Best Food Always In The Home Implementer CY 2022 during the 17th Agriculture and Fishery Council Day on October 26, 2022.

III. FRESHWATER HABITAT PRODUCTIVITY ENHANCEMENT PROGRAM

The freshwater habitat productivity enhancement program aims to address the growing demand of fishery product requirements of the increasing population in the province. There are two components in this program: (1) Tilapia fingerlings dispersal to interested backyard fishpond operators and information education campaign on freshwater fish production and consumption. Through these efforts, there is a growing number of backyard fishpond operators in the province interested in tilapia production and it was observed that there was a gradual acceptance of freshwater fish consumption. Tilapia production greatly helped the backyard operators and their families because it reduced the expenses on their food consumption and they also generated extra income by selling extra produce to their neighbors. (2) Tilapia and African Hito production technology demonstration. The Provincial Agriculture Office through the Fishery Development Section established two units of concrete ponds located in PAGCOR Itum, Baylao stocked with Get Excel Tilapia and at the Provincial Plant Nursery, Lumad, Poblacion, Mambajao stocked with African Hito. Moreover, three fish cages were established at Queobe, San Miguel, Mahinog stocked with Get Excel Tilapia. The harvested produce is sold to locals at P100.00 per kilogram.

BRIEF DESCRIPTION OF PROVINCIAL AGRICULTURE OFFICE

The Office of the Provincial Agriculture is primarily tasked to provide basic services to empower farmers, fisherfolks, rural women, and youth in increasing the productivity and improving the quality of agricultural and fishery products as well as diversifying economic resources in agriculture and fishery sectors to provide livelihood opportunities and economic enterprise with a balanced and sustainable agro-eco tourism and industrial growth.

Distribution of Planting Materials and Vegetable Seeds

How to avail:
Eligibility: Open to interested individuals that engage and want to engage in farming.
Requirements:
  1. Official Receipt of Payment (Sexually Propagated/ Ornamental – Php50.00 and Asexually Propagated – Php120.00)
Process
  1. The client will visit the office and sign the logbook.
  2. The assigned staff will interview the client on the assistance needed.
  3. For the distribution of vegetable seeds, the assigned staff will provide the vegetable seeds requested if available, and have the client fills-up the distribution form and customer satisfaction survey.
  4. For the distribution of planting materials, the client will visit the Provincial Nursery at Lumad, Poblacion, Mambajao to check the available assorted planting materials.
  5. The client will pay the amount to the collecting officer for the different planting materials.
  6. The collecting officer will accept the payment and issue an official receipt
  7. The client will proceed to the Provincial Nursery at Lumad, Poblacion, Mambajao, Camiguin
  8. The assigned staff will provide the planting materials paid based on the official receipt.

Provide Technical Assistance to Crops, Fishery, and Institutional Development

How to avail:
Eligibility: All agricultural industry stakeholders (Farmers, Fishermen, Women, Students, and Youth)
Requirements: None
Process
  1. The client will visit the office and sign the logbook.
  2. The assigned staff will interview the client on the assistance needed and will endorse the client to the Crops, Fishery, or Institutional Development Section Chief.
  3. The client and section chief will discuss the support needed.
  4. The section staff will schedule a farm visit for assessment, validation, and technology assistance needed, either to render demonstration/training on farm production, marketing, livelihood/entrepreneurial if necessary.

Dispersal of Tilapia Fingerlings

How to avail:
Eligibility: Fishpond Backyard Operators
Requirements: Availability of existing fish pond or concrete pond
Process
  1. The client will visit the office and sign the logbook.
  2. The assigned staff will interview the client on the assistance needed and will endorse the client to the Fishery Section Chief.
  3. The fishery section chief will validate the fishpond in the area.
  4. The fishery section chief will advise the fishpond backyard operator to ready the fishpond or concrete ponds for dispersal (1 square meter is equal to 5 pieces of tilapia fingerlings)
  5. Upon the delivery of the procured tilapia fingerlings, the assigned staff will disperse directly the tilapia fingerlings to the approved backyard operators. (Tilapia fingerlings dispersal is conducted during the first semester of every year)
  6. The fishery section chief will conduct monitoring regularly during the production and harvesting period

Requirements: Availability of existing fish pond or concrete pond
Process
  1. The client will visit the office and will sign the logbook.
  2. The assigned staff will interview the client on the assistance needed.
  3. The assigned staff will provide the leaflets, brochures, and other agricultural data if available.
  4. The client will fill up the distribution form and customer satisfaction survey form.

ENSURING FOOD SECURITY

PROJECT 1: KADIWA SA KAPITOLYO PROGRAM

The Kadiwa sa Kapitolyo Program is one of the priority programs of the Provincial Government of Camiguin that facilitates the direct marketing scheme between the local producers and consumers. Local producers are given an outlet to directly sell their agricultural and fishery products while consumers are given the access to affordable, nutritious, fresh, and safe produce and by-products.

The Kadiwa sa Kapitolyo was successfully launched on August 4, 2023 at the Provincial Capitol Lobby wherein local farmers and processors from the different municipalities of the province participated and displayed a wide variety of agricultural products such as assorted vegetables, fruits, seedlings, meat products, dressed chicken, and agricultural by-products.

The Kadiwa sa Kapitolyo program will be regularly conducted every Friday, (1:00-5:00 p.m.) at the Provincial Capitol Lobby.
