PROVINCIAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (PDRRMC)

Per Republic Act No. 10121, otherwise known as “Philippine Disaster Risk Reduction and Management Act of 2010” under section 12, one of the functions of the provincial DRRM is to organize and conduct various trainings, orientations, and knowledge management activities on disaster risk reduction and management at the local level.
The context of disaster risk reduction and management is to avert or minimize loss of life and properties such as, but not limited to, community organizing, training, planning, equipping, stockpiling, hazard mapping, and public information and education initiatives.

SHORT DESCRIPTION OF OFFICE:

An office focusing on the four thematic areas of DRRM; such as Disaster Prevention and Mitigation, Disaster Preparedness, Disaster Response and Disaster Rehabilitation in achieving the objective of reducing risk as well as addressing the pre-existing risks in the province to promote a safer, adaptive and disaster resilient Filipino communities. 
Below are the services that the PDRRMO may provide:
  • 1. Trainings:
  • One of the four thematic areas of disaster risk reduction and management is disaster preparedness. This refers to equipping the province/municipalities through capacity development training to enable for the province/municipality to respond efficiently, and effectively in times of disaster or event.

    • How to avail:
    • Requirement: 1 original copy, 1 photocopy

Client Steps

Office Action

1. Submit a letter request addressed to the Provincial Governor for the conduct of training.
  • Receive the submitted request from the requesting party
  • Approval of the request
  • The approved request will be forwarded to the PDRRMD for appropriate action
2. Provide a copy of the letter to the Provincial Disaster Risk Reduction and Management Office.
  • Receive the submitted request
  • Upon approval of the Office of the Provincial Governor, the PDRRMD will check for the availability of training schedule of the facilitators
3. Provide details on the requested training
  • Discuss and finalize with the requesting agency the following schedule, date and venue, number of the participants
4. Attend to the training
  • Conduct training
5. Submit the accomplished evaluation form
  • Collect the submitted evaluation form
  • Conclude the training
  • 2. Rescue and Emergency Response :
    • Requirement: None

Office Action

1. Call emergency hotline or two-way radio
  • Radio operator, attend to the call
2. Provide necessary information regarding the emergency
  • Gather important information as follows:
    • Name of the caller
    • Contact number
    • Location
    • Landmark
    • Date and time of incident
    • Others
  • Dispatch of the needed response
  • Provide instructions to the caller while the team is heading to the scene
  • Monitor the response team’s location
  • Response team’s arrival on the scene
  • Provide necessary actions or services
  • 3. Rehabilitation :
    • How to avail:
      1. Approved letter from the Provincial Governor
      2. PDRRMD will decide based on the appropriate needs of the LGUs within 1 hour
      3. Logistic Officer to prepare ready to deploy Food and Non-Food Items
      4. Distribution of Food and Non-Food Items within 3 hrs. to LGUs
  • 4. Citation Ticket: :
    • Conducted traffic operations for 8 hrs.
    • After the conduct of operations, apprehending officer will submit a list of traffic violators written legibly in a transmittal form to the person-in-charge
    • This person-in-charge will now then submit a copy of the transmittal to the Provincial Treasurer’s Office as their basis for the violator’s payment
    • After the submission, wait for 3 to 5 working days for the violators to settle their citation
    • If violators cannot settle their citation within 3 to 5 working days, demand letter will be sent to their respective barangays
    • After 1 week the demand letter was received by the violator, failure to settle, a creation of an affidavit will be submitted to the Legal Office for appropriate action within 8 hrs

1.PREPAREDNESS PROGRAM - CONDUCT TRAININGS ON BASIC LIFE SUPPORT, STANDARD FIRST AID AND WATER SEARCH AND RESCUE

These trainings are a vital life skill that provides the responders with the basic knowledge, attitude and skills in dealing with medical emergencies.

1. Emergency Communication Enhancement: Procurement and installation of antennas province-wide and additional handheld radios

As an island province, one of the priority projects of the Provincial Disaster Risk Reduction and Management Division is the procurement and installation of antennas province wide to be utilized by all five municipalities and LGUs of the province in times of unavailability of cellular network during calamities or emergency situations.

2. IMPLEMENTATION OF COVID-19 PROTOCOLS​

Continuous monitoring and verification process of documents are still present upon entry/exit in each port of entry in the province.

2. DISASTER PREPAREDNESS

Disaster preparedness plays a critical role in mitigating the adverse effects of natural disasters. One of the priority projects of the Provincial Disaster Risk Reduction and Management Division is to capacitate the whole Province of Camiguin through a participatory conduct of training, to efficiently and effectively respond in all types of emergencies.
These trainings include:
  1. Hands Only Cardiopulmonary Resuscitation
  2. Basic Life Support
  3. Standard First Aid (no pictures yet) last training was conducted last year.
  4. Water Search and Rescue (in coordination with Philippine Coast Guard) last training was conducted last year.
  5. Search and Rescue Auxiliary Training (in coordination with Philippine Air Force)
  6. Incident Command System (in coordination with Office of Civil Defense 10)

3. PROCUREMENT OF AMBULANCE AND RESCUE EQUIPMENT

3. REHABILITATION – STOCKPILING OF FOOD AND NON-FOOD ITEMS

As the top coordinator of all disaster management and highest allocator of resources in the province, the PDRRMD shall also provide immediate assistance to the five municipalities of the province in times of disasters or calamities.
Thus, aside from the PDRRMD’s standard functions that include Disaster Prevention and Mitigation (i.e., dredging of Sabo Dams, tree planting, etc.), Disaster Preparedness (i.e., formulating of contingency plans, trainings, etc.), and Disaster Response and Early Recovery, one of the priority projects of the division is the Disaster Rehabilitation that is predominantly focused on the immediate and short-term needs of the people and is sometimes called “disaster relief” (i.e., Stockpiling of Food and Non-Food Items) which is also coordinated through the PSWDO.
