Governor Xavier Jesus D. Romualdo Receives PRIME-HRM Bronze Award for Government Excellence

MAMBAJAO, Camiguin – Governor Xavier Jesus D. Romualdo was honored with the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Bronze Award, a testament to the Provincial Government’s unwavering commitment to upholding excellence in human resource management.
The prestigious PRIME-HRM Bronze Award was bestowed upon Governor Romualdo by the Civil Service Commission (CSC) Regional Director, Grace R. Belgado-Saqueton, in a ceremony that highlighted the province’s dedication to fostering a culture of meritocracy and professionalism.
The PRIME-HRM Award is a recognition program initiated by the CSC, aimed at promoting effective human resource management practices within government agencies. Likewise, it evaluates the four (4) core HRM systems which are the Recruitment, Selection and Placement, Performance Management, Learning & Development, and Rewards and Recognition. The award assesses the adoption of strategic HR systems that empower employees, enhance their skills, and align their performance with the organization’s goals.
Governor Romualdo expressed his gratitude for the recognition, emphasizing that this achievement is a collective effort involving the entire provincial workforce. He acknowledged the dedication and hard work of the employees, as well as the support of the Provincial Government in implementing HR policies that prioritize excellence and fairness.
Under Governor Romualdo’s leadership, the Provincial Government of Camiguin has undertaken significant initiatives to modernize HR practices, streamline processes, and invest in professional development opportunities for its employees. These efforts have not only improved overall efficiency but have also resulted in a more motivated and capable workforce.
Director Saqueton commended Camiguin Province for its remarkable strides in HR management, stating that the PRIME-HRM Bronze Award reflects a strong commitment to transparent and accountable governance. She emphasized that this recognition serves as an inspiration to other government agencies aspiring to achieve excellence in human resource management.
The PRIME-HRM Bronze Award stands as a testament to Governor Romualdo’s vision of a progressive and people-centered government. As the Provincial Government of Camiguin continues its journey towards excellence, this recognition serves as a catalyst for further advancements in human resource management and public service.
With the PRIME-HRM Bronze Award, Governor Romualdo and the entire Provincial Government of Camiguin have set a shining example of effective and responsible governance, inspiring others to emulate their success in fostering a culture of meritocracy and excellence in the public sector. PLGU Camiguin undergoes CY 2023 SGLG RAT Assessment

The Regional Assessment Team (RAT), led by DILG 10 Assistant Regional Director Yvette Tolentino-Sunga, conducted the CY 2023 Seal of Good Local Governance (SGLG) validation in the Provincial Local Government Unit of Camiguin on 26-27 June 2023, at the Multi-Purpose Hall, 3rd Floor, New Capitol Building, Lakas, Poblacion, Mambajao, Camiguin.
In accordance with Republic Act No. 11292 also known as the SGLG Act, the PLGU Camiguin was assessed by the RAT based on the following governance areas (1) Financial Administration and Sustainability (2) Disaster Preparedness (3) Social Protection and Sensitivity (4) Health Compliance and Responsiveness (5) Sustainable Education (6) Business-Friendliness and Competitiveness (7) Safety, Peace and Order (8) Environmental Management (9) Tourism, Heritage Development, Culture and Arts, and (10) Youth Development.
The SGLG is an institutionalized and considered the highest award and incentive system, honor and recognition-based program that encourages LGUs to continuously improve their performance along various governance areas.

CDP-TAC conducted a two-day LGUs Comprehensive Development Plan assessment

To strengthen the alignment of the local development plans and investment programs across levels of government, and ensure compliance of municipalities with the Comprehensive Development Plan preparation guidelines, the Comprehensive Development Plan-Technical Assessment Committee (CDP-TAC) headed by the Provincial Planning and Development Coordinator, Engr. Leonides G. Oclarit, conducted a two-day assessment on LGUs Comprehensive Development Plan last 31 May 2023 to 01 June 2023 at Multi-Purpose Hall, 3rd Floor, New Capitol Building, Lakas, Poblacion, Mambajao, Camiguin.
The CDP-TAC assessed the CDPs of the five municipalities in terms of forms, process, content, and mainstreaming as prescribed under DILG Memorandum Circular No. 2021-037 with emphasis on the elements that create the foundation of resilience.
The said activity was participated by the CDP-TAC members composed by the provincial department heads and national government agencies, and the Municipal Planning and Development Coordinator and their members of the CDP Technical Working Groups.
The Provincial Planning and Development Coordinator extends its sincere gratitude to all of the TAC members who actively participated in the assessment, and congratulates the LGUs who were able to present their plans. He also encouraged MLGUs to have regular updates on their plans and comply with the recommendations made by the CDP-TAC.
