We have been very systematic and resolute in ensuring a comprehensive and integrated delivery of social services. Our long-time programs promoting the well-being of each Camiguinon have paid off during the pandemic. We shall continue to deliver our essential programs to:

DISASTER RESILIENT AND CLIMATE CHANGE ADOPTIVE COMMUNITY
The Provincial Disaster Risk Reduction and Management Division aims to continuously capacitate the local responders of the province through a series of training offered from different local, regional, and national agencies. Disaster Risk Reduction is a core element in disaster management wherein it captures the four thematic areas of DRRM.
One of the Provincial DRRM accomplishments was the recently concluded 16-day Search and Rescue Auxiliary Training which was facilitated by the Philippine Air Force. This training aims to capacitate the local responders of the province to efficiently and effectively respond in times of disaster or event.
Basic Life Support training was also included as one of the accomplishments of the office. This training is to support the medical institution as one of the requirements for DOH licensing.
Hands Only CPR was conducted as well every Friday to capacitate the provincial capitol employees on the basics of responding to cardiac arrest.
Throughout these capacity development trainings, we now advance to becoming a more resilient province wherein coping up with such risks can be reduced while integrating climate change adaptive actions for the province which is also one of the priority areas of the DRRMD.
A Local Climate Change Action Plan not only includes disaster risk reduction but also the integration of greenhouse gas inventory (GHGI) which could help the province to implement a more sustainable way of reducing the possible impacts of climate change.
Serbisyong PPR
The implementation of the Serbisyong PPR program has brought forth transformation to marginalized and indigent people’s lives who seek assistance from the government.
The Serbisyong PPR program is part of the provincial government's 10-Point Agenda Plus 1, which gives emphasis on the provision of basic social services to the people. The program assists those who are unable to sustain themselves financially, improving their lives and fostering strong interpersonal relationships.
The seervices provided by this program have made a huge impact on the lives of many people in the province. Patrabaho is one the services that gives opportunity to locals to generate income through the Tulong Dunong Program. The medical assistance service that includes provision of medicines, especially to the elderly and persons with disabilities, remain to be of great help in the finances of their families.
Not being able to afford interment services add to the difficulties a beraved family face. Thus, we provide burial assistance through the Serbisyong PPR program to help families to give their departed loved ones a decent funeral and burial ceremony.
This program also aims to help Camiguinons who have insufficient means to come home to the province by providing cash assistance for transportation.
Education has always been one of the top priorities of the government and with this, we ensure support to students by providing scholarships and allowances.
The Serbisyong PPR program has been and is continuously being successfully implemented that does
- HIV Prevention and Control
- As the national case rate continues to rise, more stringent prevention and
control activities transpire to curb the HIV epidemic. The Social Hygiene
Clinic catered 58 STI cases as of January-June 2023 and the patients were
provided with free consultation and medications. Transportation and travel
allowances are continually provided to the newly diagnosed cases for treatment
initiation and to PLHIV for their regular follow-up check ups at the Cagayan
de Oro Treatment Hub. Preventive measures include free HIV screening and
counselling to pregnant women and the general public during the TB/HIV
Caravan held last March 2023. Regular awareness campaigns and condom
distribution are also conducted in communities as well as in schools targeting
high school students.

- Mental Health
- Anti-psychotic and mood stabilizing medications were purchased amounting to
Php150,000 and were distributed to the 5 Rural Health Units. Updates on the
masterlist of existing service users is on-going as well as the profiling among
suspected mentally ill individuals in the barangay level to widen the coverage
of service delivery. Medication and psychosocial assistance are also being
delivered regularly to the service users deprived of liberty. The establishment
of adolescent friendly health services were also evaluated and are now for
endorsement to the DOH CHDNM. For capacity building, medical personnel
were trained for the WHO’s Mental Health Gap Action Program to upscale
service delivery in non-specialized settings such as ours in Camiguin.

- Essential Health Care Program
- EHCP supplies were distributed to all public elementary schools and daycare
centers province-wide. For the year 2023, a total of 1, 608 kits were
distributed. Each kit contains (1) 500 mL polypaste good for 8 children, (8)
toothbrushes and (4) bar soaps. Other personal hygiene supplies were also
included such as lice comb, Licealiz shampoo and nail cutter. An annual EHCP
evaluation is conducted to select schools while the elementary schools of Soro-
soro, Subucan and Manduao were awarded as the Best EHCP implementers.
Recently, the EHCP evaluation team also conducted a monitoring and
evaluation activity on all EHCP facilities in preparation for the opening of the
school year with the following recommendations: (1) Reorientation of school
heads and EHCP school coordinators, stakeholders, barangay officials and
other stakeholders to sustain the implementation standards of the program.

- To maintain the Rabies-free status of the province, the provincial government
continues the annual purchase of Purified Inactivated Rabies Vaccine, Rabies
Immune Globulin, and anti-Tetanus serum amounting to Php300, 000. - Free mass rabies vaccinations take place at least twice a year through a house-
to-house activity while walk-in clients are also catered for free. To control the
population of top rabid animals, free neutering and spaying of cats and dogs
are done semi-annually, free of charge. Information and education campaign
about rabies are made regularly to broaden Rabies awareness among the
populace.

- PGSO Clerk/ Attending Personnel: Receive approved Letter Request for recording and scheduling. (Depending upon the availability of the requested facilities)
- Clerk/ Attending Personnel: If available (usage of Convention Center/ Band Equipments) the assigned staff will issue an order of payment.
- The Client will pay the required fees to Provincial Treasurer’s Office.
- Present the Official Receipt to the Provincial Governor’s Office and wait the approved Governor’s permit to be released.
