FOOD SECURITY
Ensure Food Security (Sustainable Food Production)
The Provincial Government will continue to promote organic farming and support programs to increase our agriculture and livestock production. Our granular approach to Food Security and Sustainable Food Production has seen households support backyard gardens for personal consumption and microenterprise. Truly, self-reliance and a healthy lifestyle have saved many of us through the darkest and most difficult times of the pandemic.
A Step towards Recovery: PLGU-Camiguin receives 10 million pesos for the 30 Sow-Level Swine Multiplier and Techno-Demo Farm Project.
Province of Camiguin | August 10, 2023, the Agriculture Training Institute Region 10 (ATI-RTC 10)
represented by Center Director Maria Lydia A. Echaves turned over a 10 million peso cheque to the
Provincial Local Government Unit (PLGU) – Camiguin through Governor Xavier Jesus D. Romualdo as
the recipient of the 30 Sow-Level Swine Multiplier and Techno-Demo Farm Project at the New Capitol
Building, Camiguin.
The PLGU-Camiguin is fortunate to be one of the two beneficiaries from Region 10 of the swine multiplier farm project, which was implemented by the DA-National Livestock Program through the Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) Program in an effort to recover from the devastating effects of the African Swine Fever.
In the province, ASF impacted 297 farmers between June 2022 and January 2023, and the depopulation resulted in the culling of about 871 live pigs. This project will undoubtedly speed recovery and possibly restore the lives of the afflicted farmers by providing a sustainable and eligible source of hogs in the province, as pig weaners will be distributed to the farmers as breeding stock.

Agriculture Works Towards Food Security
Camiguin island is the second smallest province in the country next to Batanes that offers
scenic views, rich culture, mouthwatering local foods, and exciting adventures to locals and
tourists. Being an island province, it is vital to have a sufficient, affordable, and available
supply of food. However, majority of the supply for agricultural commodities required in the
island greatly relied on the neighboring provinces. With this, the Provincial Government of
Camiguin had identified key strategies to address the food security gap in the community by
providing assistance from production to marketing of agricultural produce and by-products.
Intensive information education campaign on backyard gardening and distribution of assorted vegetable seeds and reading materials for agricultural technologies were provided to promote the Food Always In The Home (F.A.I.T.H.) Program to 58 Barangays. This is to augment their daily food requirements, ensure available food at all times, contribute to the agricultural production and additional income of the family through selling their agricultural produce. Moreover, in recognition of locals adopting the F.A.I.T.H. program and to encourage more residents to engage in backyard gardening, the Provincial Government is awarding Best F.A.I.T.H. implementers twice a year. During the culmination of the Nutrition Month Celebration on July 31, 2023, Mr. Elmer G. Gambalana of San Jose, Mahinog, Camiguin was awarded as the Best FAITH implementer. Within his household, assorted vegetables with the use of organic concoctions as foliar fertilizers were planted and tilapia, poultry, and livestock were raised. The agricultural products are sold in the local market which serves as their additional income. The contestants were judged based on the quantity of agricultural commodities planted, fishery, poultry, and livestock raised, and the application of organic technologies. He was given cash awards, plaque, and garden tools together with four other awardees.
To further increase agricultural production, the Provincial Government in coordination with the Local Government Unit of Mambajao had identified a community to focus on the application of organic agriculture technologies. For this year, 33 farmers of the Kabachan Farmers Association were trained in various organic agricultural technologies such as organic vegetable production, organic fertilizer production, and pest and disease management. After the training, each farmer received seeds and farm inputs as a start-up in their organic vegetable production. Continuous provision of technical assistance was conducted to monitor the implementation of the program. The farmers together with the local government shared the same drive and goal in establishing a community-based organic garden.
To ensure additional markets for local producers, smallholder farmers, and/or farmer cooperatives, the Provincial Government adopted the Kadiwa Program of the Department of Agriculture. The Kadiwa program is a market linkage facilitation program that enables farmers to sell directly to consumers, removing market layers and is aimed to make agricultural and fishery products accessible at affordable prices. This initiative help boost farmers’ interest to engage more in agricultural production. Kadiwa program is conducted through Kadiwa sa Pangulo, Kadiwa on Wheels during the monthly Provincial Government on Wheels program, and Kadiwa sa Kapitolyo every Friday. The Provincial Government conducted four Kadiwa Program activities that were participated by 46 local farmers and local processors with a total sale amounted to Php 191,724.50.
The province is optimistic to increase local agricultural production for food security with competitive agribusiness enterprises sustaining the tourism industry.
