SANGGUNIANG PANLALAWIGAN | OFFICE OF THE VICE- GOVERNOR

SHORT DESCRIPTION OF OFFICE:

An office focusing on the four thematic areas of DRRM; such as Disaster Prevention and Mitigation, Disaster Preparedness, Disaster Response and Disaster Rehabilitation in achieving the objective of reducing risk as well as addressing the pre-existing risks in the province to promote a safer, adaptive and disaster resilient Filipino communities. 

DESCRIPTION OF FUNCTIONS

Pursuant to Section 48 of Republic Act No. 7160 also known as the Local Government Code of 1991, the local legislative power is exercised by the Sangguniang Panlalawigan for the province.

The Sangguniang Panlalawigan of Camiguin is mandated to enact ordinances, approve and adopt resolutions, and appropriate funds for the general welfare of the province of Camiguin and its inhabitants pursuant to Section 16 of the Code. It also includes legislations on climate change such as but not limited to waste management, environment and natural resources, renewable energy, mainstreaming climate change on Executive-Legislative Agenda and institution of pollution prevention.

PROJECTS, PROGRAMS AND ACTIVITIES

1.PREPAREDNESS PROGRAM - CONDUCT TRAININGS ON BASIC LIFE SUPPORT, STANDARD FIRST AID AND WATER SEARCH AND RESCUE

These trainings are a vital life skill that provides the responders with the basic knowledge, attitude and skills in dealing with medical emergencies.

Holds Regular and Special Sessions

The Sangguniang Panlalawigan of Camiguin meets in regular sessions at least once a week for transacting business, and when public interest demands, such number of special sessions as may be called by the Provincial Governor or at the behest of the majority of all the Sanggunian Members.

Pursuant to its Internal Rules of Procedure (IRP), the Sangguniang Panlalawigan of Camiguin holds regular sessions every 1st and 3rd Tuesday, and every 2nd and 4th Thursday of the month.

In particular, the Mantigue Island Comprehensive Development Plan shall build on the past initiatives and efforts among various stakeholders, redevelop/repurpose areas and facilities to minimize additional environmental impact, construct necessary support infrastructure and facilities, provide value-adding services, and remove detrimental factors to further pursue sustainability.

2. IMPLEMENTATION OF COVID-19 PROTOCOLS​

Continuous monitoring and verification process of documents are still present upon entry/exit in each port of entry in the province.

Conducts Committee Hearings, Committee Meetings, Community Engagements as part of the legislative process.

The Sangguniang Panlalawigan of Camiguin has regular committees which shall consider, investigate, hold public hearings or otherwise take on matters or subjects within the scope of their functions and other matters referred to them. In relation to this, the Sanggunian adopted Wednesday as a Committee Day.

The legislature must encompass strategies and processes that are sensitive to the community-context. This can be achieved through community engagements to be able to personally hear the aspirations of the inhabitants. With this, products of quality and responsive legislations are attained.

This activity of community engagements is dubbed as “SP-on-Wheels”.

3. PROCUREMENT OF AMBULANCE AND RESCUE EQUIPMENT

Reviews appropriation ordinances (budgets), ordinances and resolutions on investments and development plans of the municipalities

Section 56 of the Local Government Code of 1991 provides that municipal ordinances or resolutions approving the local development plans and public investment programs formulated by the local development councils shall be reviewed by the Sangguniang Panlalawigan to find out if those enactments are within the prescribed powers of the sangguniang bayan concerned. If found as such, the ordinances will be declared valid.

Performs Oversight and Monitoring Functions

Legislative standing committees are responsible for continuous review of the work of the offices in their subject areas. It shall also evaluate office operations and performance. It is therefore, the ultimate objective of the oversight function of the legislature to promote accountability, transparency and responsiveness on the part of the offices in the executive department.
